Ruff Start Rescue works to improve animal welfare through education, community action, and support for meaningful legislative priorities. Explore the issues we’re following this year and find ways to get involved.
Advocacy is part of Ruff Start Rescue’s commitment to improving the lives of animals beyond the work of rescue, foster care, and adoption. We focus on education, community engagement, and practical action that helps animals and the people who care for them.
If you want to be part of that work, this page will show you how to join us.
For Ruff Start Rescue, advocacy means helping more animals by strengthening the systems around them. That includes:
Making it easy for supporters to get involved in meaningful ways
Advocacy at Ruff Start Rescue is grounded in clear, humane principles. These stances guide our programs, partnerships, and public advocacy efforts.
Ruff Start Rescue is a no-kill organization. This means all healthy and treatable animals in our care are given every opportunity for medical, behavioral, and emotional healing.
We do not euthanize animals due to:
Humane euthanasia is only considered when:
We create and share guidance on animal welfare topics that affect animals in our communities. Our goal is to help people make informed, compassionate decisions and feel confident taking the next step, whether that is helping an animal directly or sharing what they have learned.
Advocacy also includes connecting people with reliable tools and support. Ruff Start Rescue works alongside community partners and local resources to help animals and the people who care for them.
At times, we share timely actions supporters can take, such as community outreach opportunities, educational campaigns, or ways to add your voice to humane animal welfare efforts.

This is a commonsense, compromise bill that prohibits any new pet shops from selling puppies — a big step toward protecting Minnesota consumers and pets from the deceptive and cruel puppy mill-to-pet store pipeline and stopping out-of-state bad actors pushed out of their states from moving here.
Please call your MN Rep and tell them, “please support the humane pet store bill, HF2627” You can find your MN Rep here: https://gis.lcc.mn.gov/iMaps/districts/ — They will be the first name that shows up on this website after you enter your address.
A decade ago, Minnesota adopted legislation to provide oversight of large-scale commercial dog and cat breeders in response to public concerns about animal welfare. But a last-minute addition to the 2014 law classified nearly all dog and cat breeder data as non-public, restricting access to critical information the law was designed to collect and disseminate. The Dog and Cat Data Transparency Bill makes this data public.

If you are new to advocacy, starting with education is meaningful. Sharing accurate information helps reduce harm, prevent misinformation, and support better outcomes for animals.
Some roles support animals through direct care. Others support the bigger picture through education, outreach, and community engagement. Both matter. Learn about advocacy-supporting volunteer options:
